Monroe PD Report: DUI/child endangerment charges; white powdery substance snuck into ICU

The Monroe Police Department reported the following incidents for the period May 25 – 31, 2018. Due to the length, this report has been split into four parts. This is the first part. Please note an arrest or charge does not constitute a conviction.

  • Entering Auto, West Spring St., complainant advised an unknown subject entered her vehicle between 2000-0530 hours. She advised $100.00 cash was missing from her daughter’s wallet. Report taken.
  • Illegal Drugs, West Spring St., Piedmont Walton, while officers were on scene for previous call, staff advised that a female in ICU received a bag of an unknown white powdery substance from her caregiver sometime during the night. They advised the substance was locked in the pharmacy vault. Officers were unable to make contact with anyone in the pharmacy. They advised they would call back later.
  • Reckless Driving, Michael Etchison Rd./MLK JR Blvd., the complainant advised a white Nissan truck was driving reckless in the area and nearly collided with another vehicle. The Nissan turned left onto Highway 138. WCSO was notified.
  • Entering Auto, Walton St., complainant advised that an unknown subject entered her vehicle and stole $40.00 cash. Report taken
  • Suspicious Vehicle, Towler St./South Madison Ave. reference to a Silver Dodge Van speeding and driving reckless. Area was checked with negative contact.
  • Illegal Drugs, West Spring St., Piedmont Walton, reference to locating drugs on a patient. Pharmacy and nursing staff advised female patient was found with a powdered substance on her person in the ICU last date. Patient stated it was her Oxycodone crushed up for her to snort. It was verified that she had a prescription, but the substance did not match the description given by the pharmacy. Substance submitted to GBI for testing.
  • Dispute, North Midland Ave., reference to an irate customer. The customer was gone when officers arrived.
  • EMS Assist/Wanted Person, Baron Dr., reference to Jacorian Carr complaining of chest pains. Mr. Carr has a valid probation violation warrant through Walton County Sheriff’s Office. Mr. Carr was transported to St. Mary’s by Walton EMS. WCSO was notified of his location.
  • Welfare Check, Wheel House Lane, reference to checking the welfare of female subject. Officers had negative contact.
  • Suicide Threats, Sweet Gum Dr., male subject stated he was kicked out of his residence last date and was having thoughts of harming himself. He stated he needed help. He was transported to Piedmont Walton.
  • Dispute, West Tall Oaks, reference to a male and female disputing. Justin Boyd was arrested for a damage to property warrant out of Oconee County. He was turned over to an Oconee County Sheriff’s Deputy.
  • Suspicious Vehicle, Hwy 138 towards Monroe, reference to a white Ford Fusion speeding and reckless. Officer had negative Contact.
  • Traffic Stop/Warrant Served, Maple Lane and Maple Way. Vehicle stopped for a brake light violation. The driver, Christopher Norwood had an outstanding warrant out of Fulton County. He was arrested and transported to the WCSO.
  • Unknown Law, Baron Dr., reference to female subject having a possible medical emergency. Officer made entry through front window with negative contact.
  • Stolen Vehicle, Alcovy St., complainant stated her vehicle, a 2006 Buick Lacrosse was taken from 4th St., on 5/23/2018. She advised named male subject possibly took the vehicle to go to the store and never returned. She stated he did not have her permission to take the vehicle. Vehicle was located by On Star on Carl-Bethlehem Road. Borrow County Sheriff’s Office recovered the vehicle with male subject inside the vehicle. Subject stated she no longer wanted charges to be pursued.
  • Juvenile Complaint, Irving St., complainant advised an unknown juvenile took her bicycle and threw it in the ravine.  The bicycle was retrieved.
  • Unknown Problem, reference to an unconscious male. Male advised he fell while walking toward Pannell Road. Male was cleared by EMS and given an escort to Pannell Road.
  • Reckless Vehicle, Charlotte Rowell, reference to Toyota Camry that almost ran the complainant off the roadway. Handled by WCSO.
  • Illegal Drugs, South Madison Ave., reference to a named male subject selling drugs out of a Red truck. Officer had negative contact with the vehicle.
  • Welfare Check, Mill Stone Bluff, reference to checking the welfare of male subject. Officer had negative contact.
  • Traffic Stop, Hammond Dr., Shari Burce was arrested for a warrant out of Barrow County. She was turned over to the Walton County Jail.
  • Theft, East Spring St., Beauty and Beyond Salon, reference to complainant wallet being stolen out of her vehicle last date at Skyline Trace Apartments. Report taken.
  • Theft Report taken at MPD, mother stated that her 10-year-old daughter lost her black cat purse at McDonald’s in Monroe this date between 1515 and 1545 hours. Officer attempted to view video footage, but no one was on location who could pull the cameras.
  • Burglary, Tanglewood Dr., reported her bedroom window busted and two game counsels taken some time between 0500 and 1945 hours.
  • Suspicious Vehicle, North Broad St., reference to a green Ford Explorer in the woods behind the Valero.  Contact was made with male subject who stated he had permission to be there.  He couldn’t provide proof and was asked to leave and get written permission to be there.
  • Dispute, Maple St., reference to a civil dispute over money for lawn service. 14-year-old did yard work for named male subject and hasn’t been paid. Male subject claimed he paid the 14-year-old’s cousin. Both parties have been separated.
  • Area Check, Tanglewood, requested area check due to rumors of a fight about to take place.  Negative contact with anyone attempting to fight.
  • Dispute, Irving St., mother requested that officers attempt to mediate an ongoing issue between her son and daughter, and the resident on Green Street. I then spoke to resident on Green Street, and asked that they speak to their son, about not having any contact with the other party, they agreed. If any further contact shall need to be made contact information for the respective parents were given.   
  • Traffic Stop, West creek Circle, reference to improper stopping in the roadway. Karisha Byrd was later arrested and charged with DUI Alcohol per se, 3 counts of child restraints and 3 counts of DUI child endangerment.
  • Fight, Harris St., reference to group of people fighting outside complainant’s house. Area checked multiple times with no active fights.
  • Suspicious Activity, Walton St., reference to a vehicle parked in the driveway with the driver door and the trunk open. Made contact with the home owner, everything on location ok.
  • Suspicious Person, South Broad St., Chevron, reference to white male possibly living behind dumpster. No contact made.
  • Welfare Check, Kelton Dr., reference to strange beeping coming from this residence.  The house is being remodeled and old smoke alarms were beeping in the dumpster.  All appeared okay.
  • EMS Assist, West Creek Circle/Young Pines, reference to a male subject unable to breathe. Subject had left the scene and went to the hospital on his own before officers/ems arrived.
  • Telephone Call, South Broad St., reference to going out to Carwood and attempting to make contact with anyone by the name given on location.  Made contact with female and no one else was on location.
  • Suspicious Vehicle, Monroe Area High School, Red Ford Mustang and Silver Nissan Altima. Both vehicles unoccupied.
  • Abandoned Vehicle, Walker Dr./Alcovy St., reference to a white in color Chevy Tahoe tag number given, left on the side of the road, attempts were made to reach the registered owner with negative contact. The vehicle was towed by towing company due to being left on a hill crest with the driver side front tire on the white line. 
  • Suspicious Vehicle, Alcovy Rd., Monroe Golf and Country Club, reference to male subject on location in a white in color Chevy Silverado, Subject stated he had been on location all evening due to being intoxicated. The vehicle was left on location until later this date, Male was picked up by his grandfather.
  • Damage to Property, Tanglewood Dr., reference to complainant bedroom window being broken by her boy friend. Report taken. 
  • EMS Assist, Kendall Court, reference to 95-year-old female having issues with Alzheimers. EMS checked on her and she refused transport.
  • Drug Activity, North Broad St., reference to a group of teens smoking marijuana. A vehicle and numerous subjects were searched for marijuana after odor was smelled. No drugs were found.
