Monroe PD Reports: Gunman tased at Monroe Library claimed to be considering death by cop

The Monroe Police Department reported the following incidents for the period May 4 – 10, 2018. Due to the length, this report has been split into five parts. This is the final part. Please note an arrest or charge does not constitute a conviction.

  • Suspicious Subject, North Broad St., JB Food Mart, reference to a black male wearing a gray t-shirt panhandling inside store. The subject was gone when officers arrived.
  • Welfare Check, McDaniel St., reference to checking on occupants regarding utilities. Officers had negative contact.
  • Juvenile Complaint, 16-year-old was late from school.  Father found drug paraphernalia in her room.  Juvenile Complaint filed.
  • Welfare Check, East Washington St., reference to complainant wanting to check on male subject who is 80 years old, Complainant has not heard from subject since last Thursday. Subject was not on location nor was his truck, everything on location appeared ok.
  • Scam, Hermitage Ridge Dr., complainant received a call from a person stating they were Walmart about a bad check. Walmart stated it wasn’t them who called.  The number that called was given.
  • Welfare Check, Woodland Rd., reference to male and female having verbal argument.
  • Agency Assist, East Washington St., reference to mother’s 15-year-old son disputing with her at their residence in Squirrel Hollow, ran away to his grandmother’s residence located on East Washington, call turned over to Walton County Sheriff’s Office.
  • Damage to Property, Baron Dr., reference to complainants who live in Apt finding the side window of Apt broken, it appears no entry was made, and nothing was taken from the residence. The tenant of Apt is currently out of town, the landlord stated he had repaired the same window in the April from similar damage. Report taken. 
  • Welfare Check, Elm Dr., reference to check on a 4-year-old child welfare check.  The child was not at this residence.
  • Welfare Check, Towler St. Apt., reference to complainant wanting police to check on her mother due to her sister telling her she was facetimed and saw her mother with two black eyes and injury. Mother was perfectly fine and said her daughter does this when she’s drinking. No claim of injury or family violence.
  • Suspicious Person, Plaza Dr., reference to a black male subject wearing a black hoodie looking into the windows of parked cars, area check conducted with negative contact.
  • Mental Person, West Spring St., Library, reference to caller calling in stating a male subject was on location at the library with a gun.  Upon arrival male subject had a gun in his waist band and was refusing commands from officers.  Officer used a taser to de-escalate the situation and detain subject. Subject stated he was upset due to pain he was having and had been talking about having cops kill him.  
  • Dispute, Unisia Dr., complainant said her girl friend came to Hitachi and took their 2018 Nissan Versa. Nissan registered to girl friend. Advised of remedies to retrieve property from the vehicle.
  • Dispute, Unisia Dr., Female complainant said a named male subject put his hands on her and was walking towards the truck stop.  Once on scene, negative contact made with either party. All ok.
  • Suspicious Person, area of N. Broad St. Reference to a white man with orange shirt and a trash bag who appeared to be disoriented.  Made contact with male subject who was having attorney issues.  Needed a ride to Loganville but Loganville Police Department would not meet.  Male subject then asked for a ride to the WCSO.
  • Warrant Served, South Madison Ave., Floyd Jett arrested and transported to Walton Count jail for Probation Violation.
  • Suspicious person, East Washington St., two males on location. Strong odor of marijuana coming from residence.  One male said they just finished smoking. Gave consent to search and all was ok.
  • Meet with subject, Maple St.  Reference to subject wanting to retrieve phone.  Subject with phone was not on location.
  • Threats, Mills Stone Bluff, complainant who works maintenance for Monroe Estates advised that the resident at location approached him with a hatchet in his hand. The resident said he was asleep after working all night and said he didn’t know what the noise was from outside and he went to check. Once he realized it was the maintenance man he went back inside. No threats were made, and the complainant did not wish to press charges.
  • Meet with Officer, North Midland Ave., complainant stated she befriended a male subject, and has been letting him stay at her residence whenever he wants.  She came in from out of town, and he had moved in personal items.  She told him he could not live with her and told him to leave.  She needed information on a good behavior warrant.  Report requested. 
  • Welfare Check, Towler St., reference to a female screaming in the area.  Made contact with female subject at apartment and she advised all was okay and she was asleep. 
  • Suspicious Vehicle, Lacy St., Flagged down reference a silver mustang that’s been on location all day.  The radio area of the vehicle has been taken out.  Located address for registered owner in Jackson County and Walton County and requested units to do a welfare check on both residence. Owner is currently incarcerated, but this is his vehicle and family are aware he had it. Residence advised a family member will tow tomorrow.
  • Dispute, North Broad St., complainant wanted assistance in retrieving his belongings out of his Dads house. Subject was escorted and voluntarily moved out of his Dads house.
  • Hit and Run, Chick-Fil-A, complainant stated she was stopped at the red light at West Spring St./Hwy 138.  A truck was stopped behind her.  As soon as the light changed the driver of the truck ran into the back of her car.  The two parties spoke to one another and she told him to pull into Chick Fil A.  The driver of the truck continued north on Hwy 138.   • Dispute, Country Club Dr., anonymous complainant stated a white male and female were arguing in the street. Contact made with male and female subject, subjects were disputing over a phone and infidelity issues. Situation mediated, report taken
  • Dispute, Lacey St., two subjects arguing, complainant accused her of cheating and they began disputing, during the dispute she was punched in the face and her cell phone was smashed. Report and Warrants to be taken
  • Theft, Woodland Rd., complainant advised that when she returned home from work her son’s bicycle was missing and another bicycle was in their yard.  The bicycle in the yard was a gray/pink Huffy Trail Runner.  The bicycle that was left was turned into evidence.  Report taken.
  • Suspicious Vehicle, Hwy 78 East, anonymous complainant stated a white male and female were physically disputing in a red Dodge truck. Conducted area check with negative contact. Lookout sent to WCSO.
  • Suspicious Vehicle, East Highland/North Broad, reference to a truck driving north on Broad St. failing to maintain lane and throwing beer cans out of the window. The vehicle continued into the county prior to Officer being able to catch up.  Turned over to WCSO.
  • Animal Complaint, South Hammond Dr., reference to dog bite. Address does not exist. Found to be at South Hickory Drive in Social Circle.
  • Dispute, Walker Dr., Made contact with complainant who stated that an unknown red haired white female pulled in his drive way and told him she was waiting on JR. Complainant told her to leave and she began to yell at him.  He stated that the argument between the two may have caused someone to call.  She was gone prior to arrival.
  • Suspicious Activity in the area of Mill St., GSP advised they were notified of an unknown subject on the ground in the area of Mill Street with another person standing above them. Conducted area check with negative contact.
  • Assault, East Church. Made contact with female subject who stated she just wanted to be taken to the hospital. She stated she was assaulted by a black male after they had sex. No visible marks did not want a report.
  • Discharge Firearm, Davis St., /Pine Park. Caller advised she heard one shot in the area. Conducted an area check with no contact.
  • Loitering, West Spring St., manager on duty stated several trucks and cars were parked in the parking lot haphazardly and causing their driver’s issues with parking. Contact made with numerous juveniles and advised them to park properly and leave the area if they no longer had any business in the area.
  • Dispute, Birch St., mother stated that her daughter and boyfriend were on location arguing.  Once she called 911 the parties got into a vehicle and left heading to Athens.  Mother was advised of how to get a TPO.
  • Dispute, Davis St., complainant stated that the male across the street from him is doing drugs. Complainant wanted to inform us and catch the said male.
  • Prowler, New Lacy St., complainant advised someone was knocking on her windows and would not state who they were.  Officers had negative contact with anyone in the area.
  • Violent Domestic, Magnolia Terrace, made contact with complainant who stated that female subject was on location when named male subject arrived and started to beat her. Male subject forced female into his car and drove off. The Vehicle was located on Birch St.
  • Suspicious person, Stokes St., complainant stated it sounded like someone was walking in the woods behind her residence.  Officers walked the wood line and had negative contact with any persons.
  • Dispute, Norris St./Lawrence St., officer rolled up on R and male and female having a dispute over money as the male bailed out of the female’s vehicle as it was moving.  She had given him a Bible earlier this date and it had money in it, the dispute was over the missing money, so she was going to take him to the Sheriff’s Officer when he decided to bail out of the vehicle.  The Bible and $100 was returned to female. Neither party wished to press charges.
  • Meet with Officer, Hwy 78 East/Unisia Dr., complainant stated unknown subjects were following him, subject admitted to ingesting methamphetamine a couple of days prior. Consent search conducted with negative contact. Subject stated he would be staying with his grandmother in Lawrenceville.
  • Damage to Property, West Marable, two subjects were involved in a domestic dispute.  During the dispute the male subject broke two windows of the residence and then left the location prior to Officer arrival.  WTBT for criminal trespass.  Report Taken.
  • Theft, Monroe Motor Inn, complainant advised he gave guy 130 dollars to take him to Acworth but was not given a ride. Advised of civil remedies.
  • Juvenile Complaint, South Madison Ave., Subject arrested for Disorderly Conduct and transported to Juvenile Court.
  • Suspicious Vehicle, Perry St., 2006 Cadillac was found on property. Through GCIC check vehicle was stolen. Towed by towing company.
  • Child Molestation, South Madison Ave., complainant stated a 12-year-old child she has been caring for stated to her that she was inappropriately touched by a named male subject in Conestoga five years ago. Complainant stated she is not sure of the location of 12-year-old’s  mother.  At the time of the report, 12-year-oldwas in school in Newton County.  CID was notified.  Report taken.
  • Theft, Reed St., complainant is the maintenance man for the property and says the AC unit was stolen last night from the property.
  • Road Rage, Martin Luther King Jr Blvd., Qadree Lockett arrested for Aggressive Driving and Obstruction.  Devante Jarrell arrested for Aggravated Assault x2, Terroristic Threats, Possession Less than an ounce, and Obstruction.  Recovered a 9mm and AR15 that are placed into evidence.  Vehicle towed to Taylors
  • Missing person, Heritage Ridge Dr., complainant advised her fiancé has not contacted her since 10:00 AM. Complainant was advised of remedies.
  • Harassment, North Midland, reference to complainant stating named male subject returned to her residence today while she was gone, she was advised by the neighbor two subjects came by to return a blue tooth speaker. to complainant stated male subject had put a voyeur cam on her computer, she advised she was taking it to a computer store to have it looked at.
  • Harassment, East Marable St., reference to complainant receiving phone calls from named male subject in reference to a recent break up with named female, report taken.
  • Welfare Check, Wheeler St., reference to male subject’s neighbor not being able to get in touch with him, made contact with neighbor everything on location ok.
  • Dispute, Woodland Rd., complainant disputing with a male subject about being on location, male subject is a guest of a male resident of the premises. Situation mediated, and parties were separated. No family violence incident occurred.
  • Reckless Driving, Turner St., reference to named subject stating a Chevy S-10, El Camino and a 5.0 Mustang were drag racing past her residence, area check conducted with negative contact, complainant requested extra patrol.
  • Dispute, North Midland, reference to two subjects disputing, the dispute was verbal only, situation mediated. Report taken.
  • Suspicious Vehicle, MLK Jr Blvd, reference to a blue VW Bug almost striking the caller in the parking lot.  Caller did not wish to meet.  Officer observed the vehicle in the drive thru of Checkers.  Officer followed the vehicle once it left and did not observe any traffic violations.  Driver appeared ok.
  • Mental Patient, Piedmont Walton, Mental health patient walked out of ER, subject was provided a courtesy ride back to the hospital without incident.
  • Prowler, Creekview Dr., complainant stated subjects were walking around her residence. Conducted area check with negative contact with anyone in the area.
