Monroe PD Reports: Woman followed to Monroe restaurant by unknown man

Monroe Police Department reported the following incidents for the period June 22 – 28, 2018. Due to the length, this report has been split into five parts. This is the first part. Please note an arrest or charge does not constitute a conviction.

  • Animal Complaint, South Madison Ave., reference to a bat flying around the residence. Made contact with complainant who took me into the living room where I saw the bat flying around. Animal Control was notified, negative contact with bat. Nothing further.
  • Suspicious Person, South Broad St., Monroe Police Department, reference to a male on location possibly under the influence. Upon arrival, officer advised male did not appear to be under the influence. Male paid his citation and left the scene without incident.
  • Entering Auto, Lacy St., reference to a white Dodge Dart being entered and a City of Atlanta work hat being taken between the hours of 2000 – 0600 hours. Report taken.
  • Welfare Check, East Church St., Villa Rica hospital requested an officer make contact with a female in reference to picking up her 15-year-old niece. Contact made with female who stated she will contact the hospital.
  • Damage to Property, East Washington Street (Post Office) in reference complainant’s vehicle being damaged in parking lot
  • Suspicious Vehicle in the area of Spring Street/Broad St., reference to a blue Chevrolet driven by two teens with a juvenile not in a car seat. Area checked with negative contact.
  • Domestic Dispute, South Broad St., Monroe Police Department. Complainant wanted to file a report of a dispute that occurred earlier this date between her and a male at North Midland Avenue. Report taken.
  • Suspicious Person, Highway 138, Chick-Fil-A, reference to complainant being followed. Complainant stated while traveling on Highway 78 westbound from Athens she noticed a black passenger car, possibly a Toyota Camry or Corolla, driven by an unknown black male riding her bumper and every time she made a lane change the vehicle would change lanes as well. Complainant then stopped at the Chick-Fil-A and went through the drive through and told the server that she thinks she is being followed. The server told her to loop around and then asked the unknown male subject for his order and he stated, “I’m with her.” The unknown male subject then drove off and parked at Moe’s, then drove back by Chick-Fil-A. Officer walked the property of Moe’s and Chick-Fil-A and had negative contact with that male subject. I then waited with complainant for her husband to arrive at Chick-Fil-A so he can follow her to their Rockdale County home. Nothing further.
  • Assault, West Spring St., Piedmont Walton Hospital, reference to complainant being struck last date by an unknown male while she was on Pine Park Street with a friend. Report taken.
  • Dispute, Tanglewood Dr., reference to a male subject kicking in complainant’s door. Officers made contact with complainant whom stated the male subject was GOA and everything was ok. She refused to give officers the male’s name or any further information. There was no visible damage to the door.
  • EMS Assist at 608 Roosevelt Street in reference to making entry on a medical alarm. EMS made entry upon arrival and canceled police response.
  • Burglary Report at East Marable Street. Met with complainant whom stated an unknown person(s) made forced entry through the rear window of his residence. Nothing missing at this time. Report taken.
  • Subject in Custody at the Gwinnett County Precinct off Highway 316 and Harbin Rd., reference to picking up Sergio Moon.
  • Loitering, West Spring St., Walmart, reference to a male and female subject panhandling. Contact made with male and three of his juvenile sons with a sign asking for money to make it back to Maryland. All parties left without incident.
  • Welfare Check, South Broad St., reference to checking the welfare of a male who recently has been having medical issues. Negative contact. Officer made contact with a male at another address whom stated the male in question resides at this address. He stated the male left the location approximately 20 mins prior in a blue Dodge passenger car.
  • Juvenile Complaint, Carver Place, reference to complainant stating subjects in the neighborhood assaulted her child. Negative contact at the residence.
  • Traffic Stop, North Broad St./Hwy 78. A male subject stopped for failure to use turn signal. K-9 was deployed. After further investigation the male was found in possession of less the one ounce of marijuana. He was cited and released on copy of citation.
  • Theft, Victory Dr., reference to tools being stolen from the shed in the back of the residence. Made contact with complainant who stated some of his tools were missing from his shed, and he believes he knows who took them. He last saw his tools June 19, 2018. Report taken.
  • Juvenile Complaint, Carver Place,  reference to complainant reporting a group of females came inside the residence a assaulted her 15 year-old daughter. Daughter stated she was not hurt during the incident and did not have any visible marks on her. Daughter stated she does not know the female subjects but advised one of them dropped her cell phone inside the residence. The cell phone was collected and will be submitted into evidence, report taken.
  • Drug Complaint, Duke St., reference to narcotics being sold out of this residence.  No activity was seen from the street.
  • Civil Issue, Colquitt St., reference to complainant having issues with grandmother who might have moved money belonging to him. Grandmother elderly and possibly did not remember moving items. No crime committed.
  • Dispute, Great Oaks Dr., complainant reference to intoxicated individual taking pictures inside of the restaurant wearing church shirts and drinking alcohol.  She wanted to know what the law was.  I advised her to speak with the manager on what he allows in his privately-owned business.  I suggested she would be better off just enjoying herself and ignore what other people wear. 
  • Agency Assist, Carver Place, reference to DFCS taking custody of “Baby Boy” from Mother. Child taken by DFCS with no issues.
  • Suspicious Person, Plaza Dr., reference to a male walking on Plaza Trace with a bag in hand, everything on location ok.
  • Traffic Stop, Plaza Dr./Ridge Rd., reference to a male being stopped for running stop sign. BOLO placed on him by Walton County Sheriff’s Office who responded to scene in reference to dispute in county. Male issued multiple citations for traffic offenses.
  • Domestic Dispute, Fawnfield Dr., Dispute between male and his girlfriend. Verbal only dispute, parties agreed to separate for the rest of the evening. Report taken.
  • Welfare Check, Davis St., reference to subject’s smoking marijuana.  Subjects were not on location, nor any odor of marijuana.
  • Dispute, Unisia Dr., reference to complainant upset because someone was blocking her tractor trailer. She was able to get out before police arrived.
  • Suspicious Vehicle, MLK Blvd., Tractor Supply, Silver Dodge Chargers occupied by Jacob Carlise and three juveniles.  Jacob Carlise was arrested for possession of Marijuana and Drug related objects.
  • Transport, University Parkway, Gwinnett County, reference to Frank Osie being on location with a warrant out of the City of Monroe. Frank Osie was picked up from the Gwinnett County Jail and transported to the Walton County Jail and turned over to the Jail staff without incident. Report taken
  • Assault, West Spring St., Piedmont Walton Hospital. Contact made with hospital staff advising a male subject came into the ER with a few inch laceration to his forehead caused by a knife. Officer made contact with male subject stating his girlfriend accidentally threw scissors at him while they were “playing around” and celebrating her retrieving her license back at their residence on Turner Street. Negative contact was made at the given residence or on Colquitt Street with the girlfriend. 
  • Child Custody Dispute, Pine Park St./ Davis St., reference to the father wanting to see his kids. The father went to Pine Park St. where the kids are staying the weekend with their grandmother. The grandmother was given permission by her mother who is the legal guardian of the kids, to keep them this weekend. The father went to grandmother’s apartment to get his kids to take them to breakfast but was refused by the grandmother. I explained to all parties involved that this is a civil matter and will document the event. Report taken.
  • Verbal Dispute, Ash St., reference to two brothers in a verbal dispute. The situation was mediated, and one brother left the location pushing a lawn mower and the other brother advised the brother that left  girlfriend was inside with a warrant. Contact made with Hawethia Harris who had an active probation warrant out of Walton County. The warrant was confirmed, and Harris was arrested and transported to Walton County Detention Center.
