The Monroe City Council voted Tuesday to sign current finance director Logan Propes to a 4-year contract as the new city administrator. Propes, who was one of just two in the final running, has been the point person for department heads since the city terminated services of former city administrator Ron Rabun in January.
Monroe City Councilman Larry Bradley made the motion to sign Propes to the contract following an executive session at the end of the May 2, 2017 Called City Council meeting. The city will pay Propes a salary of $120,000 a year with a monthly auto allowance of $625. There is a 6-month severance written into the 4-year contract.
The only person to oppose the motion was Councilman Norman Garrett. He said he didn’t have a problem with Propes getting the appointment, he just felt that the $625 travel allowance was excessive.
“Why would you pay someone who lives in the city a $625 travel allowance. He lives like three miles from City Hall.” Garrett said. “They only gave Rabun $500 and he lived an hour away.”
The other candidate found in the search by Tom Berry, with the recruiting company of Underwood and Co. of Thomasville, who was not offered the contract was former Villa Rica City Manger David A Milliron.
Props first joined the city of Monroe as finance director in 2015 to replace Renee Prather, who retired at the end of the 2016. Prior to that he was finance director for the Jackson County government after serving as a fiscal analyst. He was also employed as the deputy clerk in Hall County. He has an Associate’s degree in business administration, a Bachelor of Science degree in political science and a Mastor of Public Administration degree from the University of North Georgia. He has lived in Monroe for the past 10 years.
