State Rep Brett Harrell’s Capitol Update – Significant bills passed by the House

Issues of Interest
The Senate is considering House bills. The House is considering Senate bills. Please let me know your thoughts on these or any issue of importance to you, your family, or business:
  • HB 481 the so-called “Heartbeat” bill dealing with the determination of “Life” and further restrictions on abortion after such time. (Link is to current amended Senate version)
  • HB 426 the so-called “Hate Crimes” bill dealing with additional penalties for those convicted of crimes upon determination that the crime was motivated by a bias against the victim because of race, color, religion, national origin, sexual orientation, gender, mental disability, or physical disability.
  • HB 276 the so-called “Marketplace Facilitator” bill identifies the responsible party for collecting and remitting existing sales taxes. The bill imposes no new taxes and relieves small sellers doing business on large platforms (ie Amazon, Ebay) from the requirement, responsibility, and liability of collecting and remitting sales taxes due.

As readers are well aware, Tuesday, March 19 Gwinnett voters will voice their opinion on ratifying a contract between Gwinnett County and MARTA. I believe HB 930 provides Gwinnett better options to address public transportation needs within our county and the ATL region; therefore, I have voted NO.
Also on Tuesday, voters in the city limits of Lawrenceville, Sugar Hill, and Snellville may vote at their respective City Hall’s on the Georgia “Brunch Bill” to permit alcohol sales to begin at restaurants as early as 11:00 am on Sundays. As a primary author of this legislation, I will vote YES.
