Monroe Public Safety Director Keith Glass announced that an arrest has been made in the death of Lewis Palmer Jones Outlaw Jr. The 20-year-old died after being shot in Monroe on Aug. 21, 2017. Monroe Police Department report that the investigation led to warrants being taken against Kenslo Damonse Hester (DOB 03/09/1995 ) of 714 Lacy St Monroe, Georgia. Hester is charged with Murder and Violation of the Georgia Street Gang Terrorism and Prevention Act.

He was arrested by WCSO Deputies on Lacy Street at approximately 3 pm on Sept. 18, 2017.  This is an active and ongoing investigation, more arrests are expected in this case. City of Monroe Police and the Georgia Bureau of Investigation are working a homicide that took place on Wheel House Lane in Monroe late Monday night, Aug. 21, 2017.

According to Monroe Police Department, officers responded to a call of shots fired at about 11:01 p.m. Officers rendered CPR to a young man on arrival until EMS and paramedics arrived, but he died of his injuries.

The victim has been identified as Lewis Palmer Jones Outlaw, 20.

” We have worked countless hours in the last 24 months focusing on the gang related crimes of drug and gun sells in order to deter and prevent this kind of senseless violence,” Monroe Public Safety Director Keith Glass said. “We will find the person or persons responsible for taking this young life tonight and they will be brought to justice.”
