Update: 3 to appear in court Friday in connection with May 2020 double homicide in Social Circle

Update

Three of the four suspects originally charged in the double homicide in Social Circle on May 15, will appear in court in Walton County on Friday for a hearing in front of Walton County Chief Magistrate Judge Mike Burke. Omar Omari Marsh, 26, Elicia Danielle Rivers, 36 and Tommy Charles Webb, Jr. 20, are facing charges of malice murder, violation of street gang terrorism and several other charges related to the shooting deaths of James Robert Evans, age 27, and Jaymie Whitlock, age 32, on Thurman Baccus Road in Social Circle in the early morning hours of May 15.

The hearing is scheduled for 9 a.m. on July 31, 2020. Acting District Attorney Randy McGinley will be handling the hearing.

Georgia Burea of Investigation announced that four people have been charged in the double homicide in Social Circle last month of James Evans and Jaymie Whitlock.

According to a press release from GBI, “during the early morning hours of May 15, 2020, James Evans and Jaymie Whitlock were taken from a residence in Monroe, Georgia and were driven to Thurman Baccus Road in Social Circle, Georgia where they were shot to death.”

GBI report that one of the subjects charged was known to the victims. All four have been arrested and charged as follows:

  • Tommy Webb, Jr. for Murder, Felony Murder, Aggravated Assault, Party to a Crime (Murder), Possession of a Firearm by a Convicted Felon, Possession of a Firearm During the Commission of a Crime and Violation of the Street Gang Terrorism and Prevention Act
  • Antavius Teazia Wilcox for Murder, Felony Murder (2 cnts.), Aggravated Assault (2 cnts.), Party to a Crime (Murder), Possession of a

  • Elicia Rivera for Party to a Crime (Murder)

Additional charges are anticipated at the time of their indictment. Wilcox is currently being held in the Chatham County jail for an unrelated April 2020 murder in Savannah. Webb, Marsh, and Rivera were booked into the Walton County Jail.

Throughout the course of this investigation, the GBI Region 11 Field Office and the Social Circle Police Department have received investigative assistance from: Alcovy Judicial Circuit District Attorney’s Office, the Walton County Sheriff’s Office, the GBI Gang Task Force, the GBI Region 10 Field Office, the GBI Georgia Cyber Crimes Center, the GBI Child Exploitation and Computer Crimes Unit (CEACC), the FBI Safe Streets Task Force (Athens), the Athens-Clarke County Police Department, the Clarke County Sheriff’s Office, the Monroe Police Department, the Clayton County Police Department and the Savannah Police Department.

Update

The Georgia Bureau of Investigation announced that Tommy Charles Webb, Jr., 19, of Athens, GA was charged with murder on June 1, 2020, in connection with the death of James Robert Evans and Jaymie Whitlock. He was in the Clarke Co. jail for a parole/probation violation. The bodies of Evans and Whitlock were found shot to death on Thurman Baccus Road in the early morning hours of May 15, 2020.

GBI report that the investigation remains active and ongoing.

The victims have been identified as James Robert Evans, age 27, and Jaymie Whitlock, age 32.

Social Circle, GA (May 15, 2020) – The Georgia Bureau of Investigation is seeking information from the public in connection with the shooting death overnight of a man and a woman in Social Circle. The bodies were discovered on in the early morning hours of Friday, May 15, 2020.

According to a press release from GBI, “preliminary information indicates that during the early morning hours of May 15th, Social Circle Police Officers responded to Thurman Baccus Road for a report of two individuals found on the road.  Upon arrival, officers discovered a male and a female both with apparent gunshot wounds.  Emergency Medical Services were summoned; however, both individuals were pronounced deceased at the scene.”

The identities of the deceased are being withheld pending notification of the next of kin.

Initial story

The City of Social Circle is reporting that there is an ongoing police investigation of an incident in the area of Thurman Baccus Road that occurred overnight. There are two deceased individuals. Reportedly at this time, it appears to be an isolated incident. The Georgia Bureau of Investigation has been called in to investigate.

“The GBI is assisting the Social Circle Police Department in a death investigation. Two individuals are deceased. The scene is located on Thurman Baccus Road, Social Circle, GA,” said Nelly Miles, public affairs director at the GBI.
