Project could be completed by 2028

Property included in the donation from Reliant Homes is between Highway 138 towards Rao Drive and along the Alcovy River – the area marked in green.
The City of Monroe will have the September 2026 City Council Meeting at 6 p.m. on Tuesday, Sept. 8 in Council Chamber, Monroe City Hall located at 215 N Broad Street. The public is invited to attend.
The full agenda includes an agreement that will allow the City of Monroe to utilize funding awarded through the GOSP grant application by way of the DNR earlier in 2026 on the development of the Alcovy River Park recreation project. The agreement outlines the required project scope, overall project cost, and subsequent terms of the process to completion. The grant of $3,000,000 requires a local match of $1,447,500 by way of cash, in-kind goods and services or volunteer labor and is expected to be under construction until some time in 2028.
This plan originated with the 2020 Gameschangers and a kayak trip down the Alovy River by Darrell McWaters of Reliant Homes. The subsequent donation of 123.70 acres of land on the Alcovy River by MFT Land Investments, an affiliate of Reliant Homes, gave legs to the potential for the development that is now taking shape.
