Large mixed-use development in City of Loganville is finally approved, with conditions

Request for large waiver on the project denied

At last week’s regular meeting Thursday, the Loganville City Council approved a proposed mixed-used development off Tuck Road and Conyers Road, with conditions. However, the request for a large waiver on the project was denied.

Loganville Mayor Skip Baliles broke the tie on the approval votes for the annexation and rezoning requests, but his vote was not needed in the denial of the waiver that Green Rivers Builders requested. The waiver request died with five council members voting in favor of the denial and just Councilwoman Anne Huntsinger as the lone vote in support of it.

The project has been on the Loganville City Council and Planning Commission agendas since the spring, coming back with tweaks and requests to table the items until the issues could be worked out. That final objective appears to have been achieved.

Robbie Schwartz, Loganville planning and development director, said that the denial of the waiver means that Green River Builders will have to develop the project in accordance with existing PUV (Planned Urban Villiage) guidelines, “which includes developing each segment in 25% increments.”

Councilwomen Melanie Long, Patti Wolf and Lisa Newberry were the three council members who voted against the annexation and rezoning requests. The conditions required for the approval were:

  • The mailbox kiosk be placed in a central location that is not exclusively inside area of the townhomes or single-family residences but rather in between.
  • The project features an enclosed meeting space in a centralized location to both the single-family residences and townhomes.
  • The project includes a paved walking trail in the open space adjacent to Tuck Road connecting to Destination Park.
  • As allowed, develop a nature trail along the townhomes to the Walmart property.
  • Have it expressly stated in the covenants that commercial and residential owners help maintain the trails at a minimum of once a year.
  • 8-foot privacy fence shall be provided between the buffer and the property of Chris Green at 4565 Tuck Rd.
  • Minimum of two community swimming pools as allowed.
  • The minimum lot width shall be 40 feet and the minimum lot area shall be 4,000 square feet. The average lot area shall be a minimum of 9,000 square feet.
  • The developer shall provide an 8-foot wooden fence along the common boundary line of the subject property and the Foxbury Commons and Fox Chase subdivisions. Said fence will be owned and maintained by the respective HOA and may also be provided along the edge of any buffer provided between the development and said subdivisions.
  • Ensure that the HOA is responsible for limiting the number of residences that can be rented to 10 percent of the total project at any given point in time.

With the necessary approvals for the annexations and rezones of the property out of the way, the 200-acre mixed-use development can now proceed. Dubbed The Landing at Tuck Farm, the proposed project includes plans for 232 single-family homes, 150 townhomes, 23,200 square feet of commercial space for shopping and dining options as well as green space, walking trails and recreational areas.
