A 56-year-old man is in jail in Walton County jail after being arrested and charged with public indecency. He is accused of following a woman and her infant around the Family Dollar at 1263 N. Cherokee Road in Social Circle on Sunday, Aug. 26, 2018, while masturbating. Social Circle Police Chief Tyrone Oliver said the woman was able to obtain pictures of the suspect and his vehicle as he was leaving. She then called 911.
“The responding officers quickly gathered all the information and were able to obtain an address for the male in Newton County in a subdivision off of Hwy 11. Social Circle Officers called for Newton County Sheriff’s Office to assist them with locating the suspect,” Oliver said in a press release. Upon arriving at the residence officers saw a male matching the description in the garage area and the vehicle behind a privacy fence. Officers confirmed that this was the person of interest from the Family Dollar.”
Jeffery Kirvin Penland, 56, was subsequently arrested and charged with public indecency. He is currently being held in Walton County Detention Center on $5,000 bond. Oliver said Penland is currently out on bond after being arrested for similar offenses in Newton County.
“This was an unfortunate situation that no one should ever have to go through. However, Social Circle patrol officers did a phenomenal job quickly conducting this investigation and arresting Penland without incident.” Oliver said.
