Monroe PD Report: Suspect records shooting at Monroe residence on Facebook Live

The following are the incidents reported by the Monroe Police Department between July 20 – 21, 2017. Due to the length, this report has been split into four parts. This is the final part. Please note an arrest or charge does not constitute a conviction.

  • Entering auto, Spruce Ln., complainant reports her Ford Explorer entered. She saw a b/m with no shirt walking through her yard at 0500 when she went to smoke. S&W .40 cal taken. Partial prints lifter off door.
  • Entering auto, West Spring St., Bulldog Motors. Car seller saw pre-existing damage to car door. Damage appeared to be door ding, declined report.
  • Domestic dispute/Violent with shots fired, Maple St. married couple advised a “name given” subject, the same male from the earlier fight came back with several others and tried to make entrance again. When subject fled the scene he fired one shot at the residence. Left the scene in a dark blue passenger vehicle driven by his girlfriend “name given” Incident was recorded on Facebook live. CID notified and responded to the scene. Both subjects were located and by Winder PD. Winder met officer at the Windstream building and they were brought to MPD for interviews.
  • Request for area check on Breedlove Dr. Ridgeview. Ref to patient that left without permission, patient returned prior to officer arrival, all ok.
  • Dispute, East Church St., Chestnut Cupboard. Employee advised when they confronted a shoplifter they made a threat to fight and fled the scene, declined report.
  • EMS assist, Breedlove Dr. Ridgeview. Ref to patient who took medication with wax and threw up while sleeping. Medical staff collected sample and advised it was possibly cocaine. Field test kit complete, negative on cocaine. Subject was transported to Clearview by EMS.
  • Dispute, East Fambrough St., in reference to male and female getting into a physical altercation.  No visible marks on female and female did not want to press charges.  The altercation did not fall under family violence and report was written at the request of the victims sister
  • Domestic, Creekview Dr., in reference to complainant stating male subject got upset and struck a TV in the living room.  Male subject denied striking the TV and stated the dog must have knocked it over.  Civil process explained.
  • Dispute at Chestnut Cupboard.  Called in 3rd party.  Contact made at 1200 East Church Street.  No dispute going on neighbors helping replace a mailbox
  • Traffic Stop at West Spring St. /South Jackson St., officer attempted to pull over a vehicle passing cars on West Spring Street.  The car upon seeing the patrol car turn on blue lights and turned around fled at a high rate of speed and the officer caught up to the vehicle on West Spring Street when the vehicle wrecked out pulling into WalMart.  Georgia State Patrol worked the accident.  Driver identified as Xavier Rutledge arrested on multiple traffic violations.
  • Damage to Property, Pine Park St., complainant said people talking loud and cussing in front of residence.  5-6 people outside talking.  Explained about the noise and agreed to keep it down.
  • Unknown problem, East Spring St., made contact with married couple.  They advised they were locking the gate to the FISH store when a black male approached them and asked for them to call 911 that he had been robbed at gun point.  After calling 911 the black male took off on foot towards Hammond Drive.  Officers checked the area for the male but could not locate him.
  • Suspicious Vehicle on North Broad Street.  Made contact at the Golden Pantry.  Driver just finished a 12 hour shift at the poultry plant.  Was going to take a nap before heading out.
  • Stolen vehicle, Bankers Blvd, complainant advised 2008 red Chevy 3500 taken after he left vehicle running while he went into building returning later and vehicle was gone.
  • Request to report to MPD to meet with  complainant whom advised his insurance company told him that a citation needed to be issued to the at fault driver for no insurance. Narrative in report advised the driver was cited for no insurance, all ok.
  • Domestic Dispute, Spruce Ln., wife reports her husband took their child’s Adderall. Both parties claimed a physical altercation took place. Could not identify primary aggressor.
  • Request to report to MPD to meet with second party of Spruce Ln. Domestic dispute, requesting to speak with an officer. Complainant reports his wife became irate and threw two glasses of a beverage on him and broke his phone after their son ran out of medication. Wife reports they have been disputing for years and are having ongoing issues.
  • Welfare check in the area of Atha St. and South Madison Ave. Ref to small child wearing only a dipper playing on a mattress in front of a house. All ok, door was open, spoke to mother in house.
  • Burglary, Sporty Ln., complainant arrived home to find back gate open and two b/m’s exiting the back door and they fled. 6 rings, android tablet missing
  • Threats, East Washington St., complainant reports harassing/threatening texts/calls from named male subject. Report complete, advised of remedies.
  • Wanted, South Broad St., MPD. Shanitta Taylor transported to Walton County Jail for CID.
  • Child custody dispute, officer to meet at MPD wit complainant whom advised he husband who was supposed to turn over their child today at 12:30 at the PD but send her a message saying he would do it tomorrow. Report complete.
  • Suspicious Vehicle, West Spring St., WalMart. Ref to two white males soliciting  out of a black Dodge Journey. Area checked with negative contact.
  • Walk in report at MPD, employee of Bo jangles turned over video from 38D exchange and requested male subject’s information be added to report as second offender. Supplemental to be added to report
  • Damage to property, West Creek Cir. Damage to screen door unknown time frame or how it was damaged. Tenant requested report for landlord.
  • Dispute report taken at MPD, complainant advised female subject’s dogs and guests are walking in his yard across the street from her.
  • Follow up, Lakeview Dr. Ref meeting with suspect seen on camera walking through yard of neighbor from report at PD. Male subject advised he was looking for female’s dogs.
  • Dispute, Custom Way, complainant disputing with another subject. Both parties advised of eviction process, parties separated.
  • Criminal trespass, South Broad St., complainant advised graffiti on building, report taken
  • Suspicious person, East Marable and Gatewood, employee of mental care group home advised he was driving a patient home and he got out of the car and started walking up Marable St. Contact made with patient who was disoriented and sweaty; EMS responded and transported patient to Clearview. Care home supervisor’s arrived on scene to assist, all ok.
  • Dispute, South Broad St., MPD. Previous dispute occurred and mother of patient at Ridgeview requested report.
  • Damage to property, Mathis St. Woods Automotive Electrical. Ref to graffiti on building.
  • Domestic problem, Pine Park St. Met with two complainant’s in reference to male subject arguing with one of the complainant’s and kicking in front door. Male subject GOA, no physical contact made, report taken.
  • Suspicious person, East Washington St. Caller advised female on bike asking for money. Area checked with negative contact.
  • Suspicious person, East Spring St., Dollar General. Female subject on location panhandling. Served with prohibited entry notice by request of Dollar General staff.
  • EMS Assist, South Broad St., Chevron.  White male unconscious in the wood line.  Jamie Thomas transported by EMS to Clearview Hospital.  Thomas has active warrants through Newton County.  Hospital will contact when he’s released.
  • Suspicious Person, Cherokee Avenue, male subject on location with warrants.  Made contact with another male subject and advised he has lived with her for 2 years.
  • Threats at Tractor Supply, complainant stated she was checking customers out and a white male stated I have a gun get me out of here.  No actual threats were made and no idea who the man was. Report requested
  • Dispute, East Spring Street – Our Family Health Center.  Dr. Plaster said father of 17 year old was sent to hosp. for testing and he called upset.  Yelling at the staff about sending his child to a health facility.  No threats made.  Advised on options if called back or comes to the facility.
  • Agency Assist, Lakeview Drive.  Complainant has been in Ridgeview Institute.  She advised a named male subject has been letting people come into her house and possibly abusing her dogs and wanted him gone.  Animal Control issued citations to male subject and was sent on his way.
  • Animal Complaint, West Creek Circle.  Caller wanted officers to remove hornets’ nest.  Advised her officers could not do that.  She then requested fire department to remove nest.  Told her she needed to get some hornets spray for nest.  She said she is not going to do that and we are the police we needed to take care of it.  Advised to her animal control was en-route and see if they could do anything.
  • Warrant, West Spring Street.  Jamie Thomas being released from Clearview and had warrants.  Turned over to WCSO.
  • Dispute, Towler Street, complainant said female subject kicked his grill.  Her and male subject left in a white ford SUV. Negative contact.
  • Traffic Stop at Hwy 138 and West Spring Street.  Driver cited for driving with no license.  Passenger cited for possession of Marijuana.
  • Dispute, Hubbard Street.  Caller called police about issues with female on location.  No one would answer the door.
  • Shots Fire, Mobley Circle.  Complainant said she heard about 10 shots near her house.  Found two bullet holes in female’s home.  Nine Shell casing recovered and two bullets collected from home
  • Suspicious vehicle, Victory Drive.  Complainant stated Gray sedan with a white female and other males in the area disputing and then left.  Checked the area with negative contact.
  • Suspicious Person, Towler Street.  Black male wearing dark clothes prowling in the area.  Anonymous caller stated males ran off when they came outside.  Checked the area negative contact.
  • Dispute, South Broad Street.  Complainant disputing with roommates contact made and they advised nothing was going on they were just talking loud to each other and apparently the roommate thought they were talking to them.  Everything ok on location.
  • Suspicious person, Meadow Walk Drive.  Complainant stated named male subject was in her driveway and knocking on doors.  She is familiar with him because he is a friend of her brother-in-law but he had no business being on the property at this hour. Complainant was advised of civil process.  Negative contact with the person.
  • Assist Citizen, West Spring Street –Clearview.  Patient left the ER with an IV in her arm.  Patient was found by officers in the parking and she went back inside to get medical treatment.
