Monroe PD Reports: Disorderly conduct, public intoxication and domestic disputes

The Monroe Police Department reported the following incidents for the period Nov. 25 – 30, 2017. This report has been slit into four parts due to the length. This is the final part. Please note an arrest or charge does not constitute a conviction.

  • Dispute, Tall Oaks Lane in reference to a follow up on the previous Threats Report call this morning at  East Tall Oaks Drive. The complainant female stated she and male were arguing sometime around 1800 hours yesterday. Female stated male threatened her and her roommate. She stated he grabbed her by the hand and by the arms. Female did not have any marks on her hand or arms. Due to lack of physical evidence and third party witnesses no charges were filled at this time. All parties on location were advised of the evection process and the Temporary Protection Order process. Report taken.
  • Agency Assist@ Plaza Drive in reference to Juvenile on location with a warrant out of Walton County, juvenile was placed under arrest and transported to the Walton County Jail and turned over to Deputy without incident to be transported to Rockdale County RYDC.
  • Agency Assist at Ridgeview Hospital – Subject on location live and well.  He was reported missing out of Oglethorpe County.  Oglethorpe County notified.
  • Assault report taken at MPD Lobby – City of Monroe employee advised a special needs black male assaulted him while he was installing service on West Creek Circle.  Officer’s made contact with subject and his mother.  Mother was advised to keep a better eye on her son.  Incident documented due to employee sustaining minor injury.
  • Theft East Marable Street in reference to Complainant missing medication. She advised she gave her neighbor  12 of her Klonopin .5mg in exchange for 1 Klonopin 1mg. Complainant advised she got the medication yesterday and had 60. She took 5 herself. She stated she now only has 38 and believes her neighbor entered the residence and took the rest. Complainant was advised to not give out her medication even if that person takes the same medication, nor to take someone else’s medication.  
  • Dispute East Marable Street at the Hot Spot in reference to a black male in a white shirt and jean shorts disputing with clerk. Male was gone when officers arrived. The clerk could not provide the name of the male.
  • Animal complaint, E. Church St. in regards to complainant stating Pitbull dog jumped into her vehicle. Animal control arrived and removed dog, all ok.
  • Dispute, W. Spring St. Caller advised white Chevy truck occupied two times and occupants were hitting each other. Contact made w/ vehicle. Occupants were teenagers and playing around, all was ok.
  • Suspicious vehicle on Alcovy St. in regards to blue truck unable to maintain lane. Contact made at American Legion on Alcovy. Male was ok, elderly and not used to driving at night.
  • Dispute, Tractor Supply between customer and staff. Contact made with customer and he advised he bought equipment from Tractor Supply and had issues and was upset due to some life issues. Customer had odor of alcohol on breath and he attempted to get in his vehicle and leave. A brief fight took place and customer was tased and then taken into custody. He was cited for disorderly conduct and public intoxication and released to friends.
  •  Robbery by sudden snatching, N. Broad St. (J B Foodmart). Complainant stated as he was walking by the store, a black male approached him and stole his wallet from his robe pocket. Report taken
  • Civil issue, W. Creek Circle. Complainant stated his brother took his father’s vehicle. Father gave brother permission to drive vehicle. Vehicle was on scene and brother was gone when officers arrived. All appeared ok.
  • Noise complaint, Reed St. in regards to loud vehicle. Contact made with male revving his engine and advised of noise violations.
  • Threats, Ash St. Complainant stated female was over at his residence about an hour prior and made threats. Contact made with female and family who advised she has not been to complainants apartment. Report taken, no evidence to support claims. All parties were intoxicated.
  • Dispute, Bridgeport Ln. between Mother and daughter. Mother wanted daughter kicked out of house for talking too much. Advised of civil remedies, no crimes occurred.
  • Suspicious person, S. Hammond Dr. in regards to person walking in area with skateboard possibly “scouting cars and homes” for theft. Area was checked with negative contact
  • Suspicious person/vehicle, Baker St. in regards to loud dark colored truck pulled up in area and suspicious person was looking into vehicles and residences. Area was checked with negative contact
  • Area check on foot, Athens Technical College. Contact made with male sleeping in ticket booth. Attempted to make contact with Athens Tech Police Chief in regards to what he wanted done and had negative contact. Male is homeless and has mental disabilities. * Contacted Chief  and was advised to serve with Prohibited Entry. Info given to Day Shift and Foster given ride to shelter in Athens.
  • Dispute, Green St. Anonymous caller advised white female being choked by black male in front yard. Officers arrived on scene and white female was gone. Complainant advised Ashley Tanner was on scene damaging property and pushed an A/C unit through a window. Contact made with Tanner at  Green St. and she was arrested for Criminal Trespass.
  • Welfare Check Athens Tech in reference to a homeless male living in the ticket booth behind the football field. Area checked with negative contact.
  • Vehicle Breakdown on Barrett Street in reference to gray in color Ford F-150 in the roadway blocking the flow of traffic. The complainant  who lives at the above address stated the vehicle had been on location since around 0500 hours this morning. Complainant stated the vehicle being in the roadway almost caused an accident this morning. The vehicle was removed by towing company.
  • Domestic dispute Bridge Port Lane – Civil issue between mother and daughter over living arrangements.  Mother was advised once again to contact Walton County Magistrate Court in reference to obtaining an eviction.
  • Vehicle Lockout, North Broad Street at the Valero in reference to a silver Mercury. Vehicle open with no damage. Smelled an odor of marijuana from the vehicle. The driver advised there was a roach in the door. Justin was charged with less than an oz of marijuana and released on copy of citation.
  • Suspicious person, East Spring Street at the Monroe Library – in reference to a black male carrying several bags and his eyes rolling back into his head.  Negative contact upon officers arrival.  Surrounding area checked to no avail.
  • Fraud report taken at South Broad Street at Monroe PD. Complainant advised she has a profile on SitterCity.com and provides sitter services in the area. She stated she was contacted by a female whom wanted her to purchase items for her two daughters and have it set up for when they moved into town. a check was sent to her through FedEx and she deposited the check on Nov. 28th. Complainant stated a two day hold was placed on the check and it cleared this date. Complainant advised female now wanted her to transfer all but $300 to a Bank of America account. Complainant said she went to speak with her bank and they advised her it was a scam. She stated her bank was going to transfer the money back to the original account holder.
  • Threats, Report East 5th Street in reference to Complainant in a dispute with subjects over complainants owing him money. Suspect threatened through text messages . Due to the threating messages Cody Kicklighter was arrested for disorderly conduct and transported to the Walton County Jail and turned over to the jail staff without incident.
  • Unknown Law,  South Broad at Monroe PD in reference to complainant wanting to meet with a female officer in regards to an incident with her daughter. Complainant advised that a male subject was at her residence Tuesday night (Nov. 28th). She stated he left around 0400 hours Wednesday morning. On that same date she received a text message from her daughter advising that the male sent the daughter a picture he took of her while she was sleeping advising the daughter was going to get him in trouble, and told her that he kissed her on the forehead. Report taken.
  • Dispute at Pine Park,  in reference to two neighbors talking loudly outside and the residence thought they were arguing.  Everything ok on location.
  • Theft Report, East Marable Street – Complainant advised a male took his volt meter from his locked van while he was in jail.  Complainant stated he has no evidence to prove his claim and he does not have the serial number to the volt meter.  He advised he was going to attempt to locate the vin number and give us a call back.
  • Scam Report,  South Madison Ave.in reference to complainant receiving a call from the # 202-506-9318, they left a message stating he owed money and would be arrested if he does not pay. Complainant stated he wanted us to be made aware of the situation.
  • East Church, Landers (Suspicious Person/vehicle) – In reference to two black males on location backed up to the residence in a minivan.  Met with Cpt. from WCSO who was already on scene.  All windows and doors were secured.  Homeowner not on location.
  • Harassment, Pine Circle. Made contact with complainant whom stated that about a year ago she installed a Microsoft program on her computer. She later learned that it was a fake program and had it removed by Geek Squad. The person whom sold her the program is now calling her and wanting her to purchase two $200 iTunes gift cards. She said she told the male she was not going to do it, and he has called her a few times trying to scare her saying he has her information. In addition he has been hacking into her computer sending her messages to answer her phone. Complainant was advised of remedies to protect herself.
  • Domestic dispute, Pine Park Street – in reference to husband disputing with his wife  over her vehicle. Wife stated her husband is a mental patient and suffers from bipolar disorder and PTSD. She stated husband threatened to kill her. Husband was gone upon my arrival, wife was advised of the 1013 process.
  • Dispute at Ridgeview.  17-year-old could not be admitted to the institute and needed a long term facility.  Helped the mother by talking to her son and got him to agree to try another place for long term.
  • Suspicious Vehicle, Michael Etchison Road/Hwy 138 in reference to driver of a black Toyota Tundra  threatening the complainant. Complainant at the Valero, while the tundra was in the Tractor Supply parking lot. Made contact with complainant whom stated that the Black Tundra almost caused a wreck with her vehicle on Bus 10 Near Walmart while she was getting into the right turn lane to Tractor Supply. She advised the driver of the Tundra opened the door to his vehicle and yelled at her stating he was going to kick her ass.
  • Welfare Check Residence on corner of North Madison and  East Marable Street in reference to broken front window.  Contact was made with the homeowner who stated the window was broken by her children and everything was fine.
  • 911 hang up Pine Park Street  in reference to juveniles playing to the phone. I spoke with resident who stated everything at the residence was ok.
  • Shots heard, Walton Mill. Property manager advised hearing there might possibly be a shooting in the neighborhood. Entire area along W. Creek Circle was checked on foot with negative contact.
  • Suspicious vehicle, Plaza Dr. (Ashton Pointe) in regards to silver sedan on scene occupied by 2 people for 15 minutes. Contact made, all ok. Resident in neighborhood and friend talking.
  • Dispute, Clearview, subject on location disputing with staff. Subject advised to leave property, all ok.
  • Animal complaint, Trading Place Pawn. Anonymous caller advised injured deer next to roadway and needed to be put down. Caller advised he wanted the deer if possible. Prior to arrival, caller advised deer deceased and deer was removed. All ok.
  • Burglary in progress, Church St. Complainant advised unknown suspect in house and when he made contact, suspect ran out back door and complainant fired 2 shots. Area was checked and no signs of forced entry made. Residence was cleared as well as property. WCSO K-9 arrived and checked perimeter with negative contact. CID was notified and a follow-up will be done. No items taken and no proof of actual invasion of home.
