MPD Reports: Police deal with mental health and Conestoga evacuation issues

The City of Monroe Police Department reported the following incidents for the period Oct. 10 – 17, 2019. Due to the length, the report has been split into five parts. This is the second part. Please note an arrest or charge does not constitute a conviction.

  • Mental subject – W. Spring St., Harry’s Marathon. Ref to a subject with mental health issues approaching customers and vendors. Subject gone on arrival, area searched with negative contact. 
  • Mental health patient – Breedlove Dr. Ridgeview Mental Hospital. Ref to Hispanic female patient fleeing from an ambulance on foot. The subject had a signed 1013mental evaluation order. The area check was conducted with negative contact. Ridgeview advised at 10:12 hours that the female returned.
  • Suspicious person – W. Spring St., Wal-Mart. In reference to a subject being on location harassing customers. He was located at Murphy USA and advised to leave the area. All ok.
  • Mental health subject -MLK Jr. Blvd., Tractor Supply. In reference to a subject being on location harassing customers. He was located in front of Pepboys located on W. Spring St. The subject was advised to leave the area and stated he would have the last word. He was placed under arrest for city ordinance loitering and was transported to the jail. The jail staff refused to take custody of the subject. He was then transported to his residence on Lacy Street and released on a copy of the citation. Report taken.
  • Warrant attempt – Breedlove Dr., Ridgeview Mental Hospital. Patient being released with a warrant out of Spalding County SO. She was transported to the Walton County Jail.
  • Foot patrol – W. Vine St., Conestoga MHP. All okay. Extra patrol requested due to looters in the area stealing and damaging properties.
  • Citizen flag down – W. Vine St., Conestoga MHP. Ref to complainant requesting extra patrol for looters.
  • Burglary report – Bryant Rd. Complainant advised there was forced entry in the rear window. A small TV, prescription medication, electric razor and candy were taken.
  • Comments: EXTRA PATROL in CONNESTOGA MHP in reference to looters breaking into residences by force and stealing property during the night hours. WELFARE checks on residents in some homes for staying in overnight w/o power to protect property.
  • Animal complaint – Plantation Dr. Animal control on location requesting assistance issuing citation. All ok.
  • Theft – Bryant Rd. Complainant advised that multiple power tools were taken from his residence. No description of the subject given.
  • Damage to Property – Mill Stone Bluff. Complainant’s front storm door was damaged by juveniles who could not be identified. Report taken
  • Unknown – Conestoga MHP in reference to someone screaming. Officers checked the area and all appeared ok.
  • Dispute – W. Spring St. – Officers responded to a report of a dispute at location. Officers made contact with two subjects. Parties were given a ride to separate areas for the night. All ok.
  • Warrant Attempt – S. Broad St. Officers received information that the suspect was on location. Officers made contact with the homeowner who stated he was not there but officers could search the buildings on the property. While searching the buildings, William Rutherford was located walking through the back of the property. During a search, two glass pipes were located that allegedly had residue from methamphetamine. Rutherford was charged with possession of drug-related objects.
  • Dispute – W. Spring St – Huddle House in reference to a B/M on location making threats. Giovannie Rivera was on location threatening to shoot everyone on location. He was arrested for terroristic threats and taken to the Walton County Jail.
  • Burglary in Progress – W. Vine St. – Conestoga in reference to seeing a male entering a trailer through the window. The subject was the resident and was only there to retrieve clothing. All okay.
  • Dispute – Tanglewood Dr. in reference to a subject choking out a subject during a dispute. He was Gone on Arrival. Warrants to be taken.
  • Dispute – Sweetgum Dr. in reference to two subjects having a verbal dispute. All okay. Report taken.
  • Juvenile Complaint – N. Broad St.t and Highland Ave in reference to juveniles spitting on subject who was now following them around the festival. Contact was made and the juveniles apologized. All okay.
  • Lost Item – Downtown at the fall festival. Female lost her Nike back pack. Item was located. All okay.
  • Lost Child – Downtown at the fall festival. The child’s family was located. All okay.
