MPD Reports: Report of sexual assaults on children, domestic disputes and juvenile mischief

The City of Monroe Police Department reported the following incidents for the period July 19 – 25, 2019. Due to the length, this report has been split into five parts. This is the first part. Please note an arrest or charge does not constitute a conviction.

  • Harassment – N. Broad St. in reference to an older black male in all black with a grey beard following a young female to work on foot making catcalls. She was advised to call back if she sees him again. 
  • Sexual Assault – Nowell St. – In reference to a subject accused of sexually assaulting multiple children. Turned over to Criminal Investigations Division.
  • Trespassing – Harris St. in reference to subject on location. Subject was taken to Piedmont- Walton for an evaluation.
  • Harassment – S. Broad St. Complainant advised that she was being harassed by a subject. Report taken.
  • Meet with Officer – E. Spring St (Dairy Queen) in reference to a homeless male hanging around. Negative contact.
  • Meet with Officer – E. Spring St. in reference to the homeless male. Subject was transported to Winder.
  • Entering Auto – Gatewood Way. Vehicle entered, but nothing appeared to have been taken. Report declined.
  • James Wood arrested for Driving Under Influence-Alcohol, Failure to Maintain Lane, Failure to Yield to Emergency Vehicle, and Hit and Run.
  • Assault – Wheel House Lane. Complainant advised her 15-year-old juvenile was assaulted by subject. Report taken.
  • Runaway Juvenile – Felker park in reference to 14-year-old male leaving the park on foot without his mother’s permission. Juvenile was entered into GCIC. Approximately thirty minutes later the juvenile was located by the mother and taken off of GCIC. Report Taken
  • Wanted Person – Alcovy St. in reference to Joshua Byrd being in custody by probation. Mr. Byrd had an active probation violation warrant. He was transported to the jail and turned over to jail staff.
  • Dispute – Nowell St. Complainant stated she gave her neighbor $160 and they have not paid her back. She was advised that she needs to take them to civil court.
  • Dispute – S. Madison at the quick-pick in reference to purchase of lottery tickets. Situation resolved; store clerk made a mistake. Complainant declined report.
  • Stolen Vehicle Locate – Vehicle that was stolen was located on Plaza Dr. Vehicle was taken to MPD for processing. Supplemental report to the original was completed.
  • Damage to Property – GW Carver Dr. in reference to multiple juveniles busting windows out of vehicles. Upon Officer arrival, a Honda Accord was located with the back window busted out. The owner of the vehicle was identified. The owner requested a report. Multiple juveniles were located in the area and identified. Report taken.
  • Harassment – S. Broad St. – MPD in reference to complainant receiving death threats from an unknown female over the phone. Report taken. Extra patrol requested for address on Lacy St.
  • Burglary – Davis St. Reference a stolen handbag and a yellow race car toy. No forced entry into the residence. Report taken.
  • Agency Assist – W. Spring St. – Walmart in reference to assisting Barrow County Sheriff’s Office with a theft case. All okay.
  • Fight/Assault – in the area of S. E. Corrections. A subject began disputing with the complainant while she was in her car driving. The subject jumped out in front of the car and began to assault the complainant through the window. Parties were located verbally disputing and marks could be observed on the complainants’ neck. She informed officers’ that he had choked her and had punched her car. She also advised he accused her of cheating and had made unwanted sexual acts towards her. Warrant to be Taken for Aggravated Sexual Battery, Aggravated Assault, Battery, Possession of marijuana, Possession of drug related objects, Criminal damage to property 2nd degree.
  • Suspicious Person – W. Spring St. in reference to subject hanging around the Dry Cleaners. He was sent on his way.
  • EMS Assist -Charlotte Rowell / Hwy 78 – Subject was having a seizure on the side of the roadway. Transported to Piedmont Walton by EMS.
  • Juvenile Issue – Claywill Cir. Complainant advised that juveniles were in his yard, making threats towards his children. The situation was resolved.
  • 911 Hang Up – Claywill Cir. in reference to threats being made during a previous incident. Report taken.
  • Dispute – Reed St. – Robert Wright and Carrie Rowe got into a dispute that disturbed the neighbors with yelling and burning luggage. Both were cited for Disorderly Conduct and the separated for the weekend.
  • Meet with Officer – E. Spring St. – Monroe Motor Inn in reference to Casey Porter wanting assistance with getting a room for the night. All okay.
  • Counterfeit – W. Spring St. at Quality Foods – A customer discovered she had a counterfeit bill. Report taken.
