Update: Monroe man involved in accident with tractor trailer, struck and killed by second tractor trailer

After exchanging information following a collision with a tractor trailer in the Social Circle area of Walton County overnight, a Monroe man was struck and killed by a second tractor trailer while walking back to his vehicle.

Georgia State Patrol Trooper First Class Cal Barton said the first accident happened at about 11:57 p.m. on Thursday, Aug. 17, 2017 on Highway 278.

The first vehicle was a Nissan Frontier driven by Ray Hubbard, 56, of Monroe and the second was an International Tractor Trailer driven by Alberto Santiago, 49, from Ashland Ala. Barton said the Frontier was traveling west on Highway 278 and the International was traveling east when it crossed into the west bound land, side swiping the Frontier. Both vehicles came to rest on the side of the road and were exchanging information.

“For some reason Mr. Hubbard was walking west in the eastbound lane and that area is not lit, Barton said. “He was struk from behind by a Volvo tractor trailer with the front of the vehicle.”

Hubbard died as a result of his injuries. The driver of the tractor trailer is Rodney Riel, 52, from Oakwood, Ga. Barton said he was not charged in the fatality, but Santiago, the driver of the tractor trailer involved in the first incident was charged with failing to maintain lane.
