MPD Report: Man sleeping under tree was planning on ‘walking to the ocean’; resident of Guatemala wants to self-deport home

The City of Monroe Police Department reported the following incidents for the period April 17 – 23, 2026. Due to the length, this report has been split into four parts. This is the second part. Please note an arrest or charge does not constitute a conviction.

• Mental Patient – East Fambrough Street – Subject having an episode, situation mediated and advised of avenues of assistance.
• Alarm – West Spring Street – All appeared secure.
• 911 Hang-Up – Michael Etchison; Dermatology Associates of GA – Call cleared; extensive history.
• Unsecure Premise – Mears St – In reference to an open door at the residence. The house is under construction and no one is on location. The door is now closed.
• Welfare Check – Pavilion Pkwy; Publix – In reference to subject on location appearing unstable on her feet. Contact was made with subject. She advised that she had taken medication prior to leaving home but that she was ok. She was on location with a friend who advised that he drove to the store. She was advised to rest in the vehicle and let him finish shopping. She was escorted to the vehicle, where she entered the passenger seat and waited for the male to exit the business and drive them home. All ok.
• 911 Hang-Up – Michael Etchison; Dermatology Associates of GA – Call cleared; extensive history.
• Property Retrieval – Douglas St – In reference to subject requesting to retrieve property from his soon to be ex-wife’s residence. He was allowed to retrieve some of the items, and was advised to contact Walton County Sheriff’s Office to retrieve any additional items.
• Welfare Check – 3rd St. – Caller advised female yelling at juveniles on location, contact was made with female on location who advised there were no juveniles on location. No juveniles located.
• Vehicle Unlock – Magnolia Terr – Vehicle unlocked, no damage.
• Other Law – 140 Blaine St; Monroe PD – Subject requesting an officer present while selling vehicle.
• Area Check – Downtown on Foot – All ok.
• Vehicle Crash – E Church / Meadow Walk – In reference to vehicle hitting a tree and turning on its side. Turned over to Georgia State Patrol.
• Suspicious Vehicle – Davis St – In reference to vehicles speeding and running stop signs. Area checked.
• 911 Hang-Up – Pine Park St – In reference a female calling 911 and saying hello. After the Officer arrived, the subject called back stating someone was at her door and was unwilling to answer the door for Officers.
• Suspicious Person – Pine Park – In reference to a male walking in circles around the apartment complex. He was sent on his way.
• Vehicle Crash – Hwy 78 / E Spring St on Ramp – In reference to complainant hitting a deer. Report taken.
• Vehicle Unlock – East Marable Street – The vehicle was not unlocked due to the complainant locating their car keys.
• Accident – East Marable Street at Roosevelt Street – Two vehicles were involved, with no reported injuries on scene. A report was made.
• Accident – West Spring Street at Highway 138 – Two vehicles were involved, with no reported injuries on scene. A report was made.
• Suspicious Person – Alcovy Street; Monroe Pediatrics – In reference to an unknown male sleeping in a vehicle behind the pediatric office. Subject was advised of loitering laws and sent on his way without incident.
• Residential Alarm – East Church Street – In reference to an unsecured back door. All was found to be okay. The back door was secured by the homeowner.
• Suspicious person – Mears St; Walton Community Church – In reference to subject on location laying on the ground. All was ok, subject was sent on her way.
• Vehicle Unlock – MLK Jr Blvd / Tractor Supply – Vehicle unlocked no damage.
• Other Law – Victory Drive – In reference to subject wishing to self-deport from the United States and return to Guatemala. Subject was advised to utilize the CBP Home app on his mobile device to assist with the process.
• Suspicious Person – Pavilion Pkwy; Publix. In reference to subject on location from Florida asking people for money. The subject was warned for panhandling and he was sent on his way.
• Agency Assist – Maple Street – In reference to assisting DFACS on location. No contact was made with the occupants at the residence. DFACS was advised to contact law enforcement if further assistance is needed.
• Vehicle Unlock – Masters Drive; Vehicle unlocked no damage.
• Fire Assist – Springer Lane – In reference to a residential fire, the scene was turned over to the City of Monroe Fire Department.
• Agency Assist – Maple Ln – In reference to DFCS requesting LEO presence while interviewing subject and her child for an ongoing investigation. All ok.
• Traffic Stop/Arrest – North Broad Street at Perry Street – Vehicle stopped for window tint violation. Driver was arrested for Driving on a Suspended License, Poss. of Marijuana (Less than 1oz), Poss. of Sch. I (MDMA), Poss. Of a Firearm while committing a Felony, and Poss. of a Firearm by a Convicted Felon. He was taken to the WCSO Jail without incident. Vehicle Turned over to Taylors.
• Accident – Hwy 138 @ Tokyo, 2 vehicle accident with no injuries, Gears report
• Accident – South Madison Ave @ FISH – 2 vehicle private property accident, no injuries, Gears report.
• Suspicious Person – E Church Street / Monroe Church Of God – In reference to a named, on location, heavily intoxicated, acting disorderly in front of a juvenile baseball team. He was arrested and transported to the WCSO, where marijuana was located in his groin area. He was subsequently charged with Crossing the Guard Line, Misdemeanor Poss. of Marijuana, disorderly conduct, and Public Intoxication.
• Locked Vehicle – Landers St – Vehicle unlocked, no damage was observed.
• Warrant Service – West Creek Circle- In reference to locating a named due to him having an arrest warrant out of WCSO. He was not on location however contact was made with his mother and aunt on scene. He was taken into custody shortly after at the front of the MPD. He was transported to the WCSO and handed over to the jail staff without incident.
• Dispute Non Violent – W Spring St. Panera Bread – In reference to complainant wishing to file a report on her ex-husband for texting her and picking the lock in the storage unit in which they are staying. Remedies were advised and report taken.
• Traffic Direction – W Spring St. Piedmont Walton – In reference to directing traffic while Taylor’s Wrecker service recovered a disabled semi-truck.
• Mental Patient – Davis St @ Harris St – In reference to subject kneeling in the intersection and forcing her children to pray in the roadway. Subject was transported to Advantage 1013, and the children were given to a family member on scene.
• Business Alarm – S Broad St; Trading Place – Building secure. Contact made with the key holder. All appeared ok.
• Loud Music – Landers St – In reference to loud music being played outside. Contact was made with the homeowner who was grilling and agreed to lower the volume.
• Suspicious Vehicle – Hubbard St – In reference to the complainant advising of a truck and trailer on location and was not familiar with the vehicle. Contact was made with subject who advised he was waiting on the owner after traveling from Nashville, Ga for a tire pickup. All appeared ok.
• Business Alarm – Pavilion Parkway, Piedmont Health- In reference to the alarm being accidently set off by a staff member while cleaning the store. Everything okay.
• Suspicious Person – North Broad Street, Golden Pantry- In reference to subject loitering in the parking lot after business hours. He advised that he was waiting for a local business to open later in the morning. I advised him of loitering laws and he was sent on his way.
• Vehicle Accident – N Broad St at Saratoga Dr- Two vehicle crash with no injuries. Report in GEARS.
• Vehicle Unlock – Stone Creek Lane – In reference to a Ford truck. Vehicle opened, no damage.
• Welfare Check – W Spring Street; Walmart – Welfare check conducted due to subject laying under a tree. The subject advised he was walking to the ocean. Subject was advised of loitering laws and released from the scene.
