Loganville Police Chief Dick Lowry announced today that an arrest has been made in the Nov. 14, 2025, fatal shooting of Kimberly Whaley, 62, of Loganville.
Whaley was shot while in her vehicle as she returned to work at a CVS in Loganville. She was airlifted to Grady Hospital following the incident but later died from her injuries.

During a press conference at the Loganville Police Department, Lowry said Evander Derrell Choates, 28, of Loganville, was taken into custody with assistance from Gwinnett SWAT. Choates is currently being held at the Walton County Detention Center and faces charges including felony murder, aggravated assault, possession of a weapon during the commission of a felony, and pointing a pistol at another.
Choates was initially identified as a person of interest and was detained on the day of the shooting but later released due to insufficient probable cause. A five-month investigation followed, involving multiple agencies, including the Monroe Police Department, Walton County Sheriff’s Office, Walton County District Attorney’s Office, the Georgia Bureau of Investigation, Walton County District Attorney’s Office and the United States Secret Service.
Lowry said there is no known connection between Whaley and Choates, and investigators do not believe the two knew each other. However, the case remains under investigation.
Lowry expressed relief following the arrest, noting the emotional toll the case has taken.
“Since Nov. 14 of 2025, I’m hoping I may be able to sleep tonight,” he said. “Because I have not really slept since.”
He said justice for the Whaley family has now begun.
